Judy romance not triggering

I've have slept for about week. Trying to get Judy's romance to trigger. The game wants me to be with River apparently because I can walk within 10 feet of that guy and it starts a romance. But with Judy I have been stuck on Talkin about a revolution forever. I got the text message after Ex Factor but then nothing. No calls. I done a ton of side quests, and slept in my apartment countless times and nothing. I don't know what the deal is. The frustration is such that I thinking I may just finish the game. and be done with it. Uninstall and hope in maybe 5 years from now the game will be playable. Is there some magic trick to getting this side quest to trigger?

First of all, have you been able to trigger it before? (Is this your first play romancing Judy?)

If so, how far has the quest progressed?
Which sections have you completed?
Are you through the main questline parts (you have 'meet Hanako at Embers' as a quest you can do?)

If you have helped Judy with her project at Clouds, did you side with Maiko? If you did....did you take the money she offers?
If ya did that.....well...Judy is mad at you, that's why she isn't calling.

Have you tried going to her apartment? Have you tried calling her or leaving a message? Have you tried re-loading a past checkpoint that is around the time to you want to romance Judy?

I did the ex factor quest and did not side with Maiko. I've done two of the 3 main quests. And am waiting a day for Takemura, on the Down the Steet Quest. I've done the Panam and River quests and quite a few side quests. I was holding off on Takemura for a while hoping to trigger the Judy call, but it just hasn't happened. Am I supposed to do everything and then start a romance with Judy at the end of the game? Because that seems to be what you are suggesting.

I actually lost about 40 hours of game time because I went back to redo all of Judy's quest lines thinking I messed up. Got to the same place. No call after ex factor. I did get a text from Judy saying thank you for helping at clouds. She left me on I call you with a plan.

And no I haven't been able to trigger it. I have tried reloading saves and going back, I've tried both corpo and street. The quest gets stuck at X factor.

she is gay through n through so to speak. you can be friends but no romance with her as a dude. i totally digged her but just not possible as a dude.

you cant romance judy as a male she can only be romance by female she is lesbian

I've tried with two different female characters. I've read all the walkthroughs. I'm still missing something but most likely my game is bugged and my save are corrupt.

So, have you got any mods installed?

There are a couple of mods, the romance enhanced mods shouldn't interfere since they don't modify any calls or texts (just give all 4 romanceables a routine at home you can interact/watch them do)
There are a couple of text message mods. Ones just for individual romance folks and one that adds to everyone (that one is called Phone Messages Overhaul)
There is also an additional text message for Judy at the Columbarium mod (think she may txt you after ether you or her visit there once you are a couple?)

This might sound odd, but have you also done Clare's quest with the race in the badlands?
I've done Pyramid Song where I have been Judy's friend, and as her output ( all were fem/fem/fem, before people start reminding us for the umpteenth time that she won't go near guys. We get it)
And most times she has called ether just before the badlands race, or after I finished.

There are options during the calls and things you do that can stop the romances dead.

It's a set of races. You get called up by Clare, the bartender at Afterlife. She wants V to be her driver. You have to race 3 separate races to qualify for the Big race.
One in the city center/Haywood, one outside in the badlands and one around the 6th Street zones, I think?
Been a while since I did the third one, I always forget to go do poor Clare's stuff and end up racing with her after finishing up all Johnny's stuff with Rogue and Kerry.

Thanks for the post. Yes I do have mods installed and honestly have been wondering if I just need to delete everything and start vanilla. I do have Judy enhanced romance and phone messages overhaul but I don't have the other mod that adds more texts because I figured that would interfere with the Phone message overhaul. So I've wondered if either of those mods are bugged.
And yeah I have done the 3 preliminary Claire races, I haven't done the final race yet. And now that you mention I do think that I recieved the text from Judy after Ex Factor while on my way to the Badlands race. She sent me a text thanking me for helping at Clouds, but now Its been at least 4 days game time and no phone call.
