anything else more specific type/thing you want a mod to optimise for?
The crowd mod Silverbane7 posted looks interesting, but it only promises a 5% performance increase, which isen't a ton.
There exists others, which make more or less drastic crowd changes, for more or less drastic performance boosts, so it's worth trying a few to see what works the best on your system.
If the game really is slide-show city, then here's the nuclear option, which cuts crowd density in half for massive performance gains (it does make the city look rather empty though):
