How to mod this game to looks like Blade Runner
This game is to looks like cartoon for 10 year old kids with all of those over saturated colours , especially yellow , blue or green and sun is shining all the time, everyone is happy just like GTA San Andrea's . For me futuristic cyber world was showed perfectly in new and old Blade Runner movies ... anyone got ideas how to make this game look like that ?

You know, the reason Blade Runner is always dark and rainy is not because it's Cyberpunk (which it technically isen't, as the genre wasen't really a thing yet when BR was filmed), but instead because it's a Noir story set in the future, and the whole dark and rainy thing is a classic Noir trope.

Cyberpunk doesen't have to look like Noir (it often does, because everyone tries to copy Blade Runner out of habit now, but it doesen't have to, and Cyberpunk-2020 didn't, seeing as Night City is located not far from San Francisco, where it's obviously quite sunny).

One of the reasons CDPR released the videos they did to showcase early versions of the game was because they wanted to gauge the reaction to not diving into the Bladerunner cliche with a sunny California style over substance setting without lots of synthwave.

More relevant to the OP question, some reshades do a good job of dialling the visuals back a bit without turning every advert into Bladerunner.

Maybe but i dont like how CDPR made Cyberpunk, it looks like Baywatch game just David Hasselhoff and Pamela Anderson are missing :p , Cyberpunk lore is not so great to , much better is Blade Runner story ( darker tone ) . CDPR didnt finished their game but maybe modders can repair it.
