Cyberpunk doesen't have to look like Noir (it often does, because everyone tries to copy Blade Runner out of habit now, but it doesen't have to, and Cyberpunk-2020 didn't, seeing as Night City is located not far from San Francisco, where it's obviously quite sunny).
This is a cool take.
More relevant to the OP question, some reshades do a good job of dialling the visuals back a bit without turning every advert into Bladerunner.
