So make sure not to damage them in any sort of way once their HP is depleted.
Instead of Pax, there is also a better Target Analysis cyberware mod which will make all damage you cause non-lethal. So you could try that if Pax doesn't seem to work.
But it's also buggy since them falling into furniture or scenery can cause it too.
You could install the eye mod, think it's a targeting one. It's tooltip says it makes all attacks non lethal. It's blue grade, often drops for me.
Another trick is to use a non letha quickhack to take the last of their health.
Short circuit, overheat and contagion are the ones most folks use.
Also, stuffing them into car boot/trunks fridges, chest freezers and dumpsters will count to kill enemies too.
The game is pretty forgiving on cyber-psychos as far as avoiding accidentally killing them...
I hit them hard with lethal stuff until they're getting close then switch over to my Pax pistol to finish them. That's partially because the non-lethal pistol does less damage than other stuff and some of them can be pretty challenging to take down depending on how you built your character.
