in Phantom Liberty DLC: Do we continue as our old V with whatever upgrades/choices, or do we get an all new protagonist with an unrelated story to play as?

The latest ad for PL showcasing the new stuff has the canon V in it, so I assume we are returning as ourselves.

You continue as V. The expansion PL adds content intended to be accessed mid-game. After doing certain quests V unlocks the new area. Supposed to add a potential new ending as well.

ofc we'll still play as V, it was all but confirmed in the very first teaser trailer.

The DLC takes place in the middle of the base game as a sort of alternate quest chain to follow during your search for a cure. So you play as V with all upgrades up until that point. If you make certain decisions in the DLC it will unlock a brand new ending for the main game.
