Because it's not a DLC, it's an expansion. And yes, based on the information we have now it's safe to assume there should be at least 10-15 hours of new story missions just in dogtown, also they added new gigs and side missions and endless dynamic missions and events.
The update and the DLC will bring this game to the position it always deserve

Pretty much every expension nowadays is dlc, or are you telling me there is a cd version of Version 1.0 sorry meant "Phantom Liberty".
Too bad every single official source calls it an expansion wherever you see it, Paweł Sasko one of the Game designers and Quest director corrects everyone in every single stream he has that it's not a DLC but an Expansion, so you better correct yourself instead of trying to educate others.
And by the way yes, there is a "cd" (obviously dvd) version of the 1.0 version of the game which was released in 2020, so calling phantom liberty an expansion is perfectly reasonable and correct.
DLCs are the 18 small and free downloadable content you got during the years, this is a paid expansion which adds a new region with new missions, new characters and new ending to the game.
Nowadays this is the correct terminology, so get used to it. If you prefer, every expansion is a dlc, but not every dlc is an expansion.
Take your own advice. This is an expansion. Learn the difference.

Phantom Liberty was never suppose to be apart to the base game and Patch 2.0 is free so.......

CDPR needs to do a better job explaining what is free and what is paid for. They are lumping things together to muddy the waters alittle bit.
True, but we're not at the release date yet, they will have at least another live stream about the expansion and 2.0, also i think Paweł said that when they get close to the release dates, they will release an extensive list of all the changes and new features beforehand, so it's not like people won't be able to see the difference between the two releases. Until then it's just marketing and a teaser and for hyping up people.
