Define pixelated smoke.. can you supply an image? If you mean that in some points it looks rasterized, that's just how it is. Especially if you are going to use DLSS or other similar options.

is FSR off or on? If it's on, that's why smoke looks pixelated.

Is your game modded? One of your Master .env mods could be out of date.

The way I fixed pixelated smoke was to use SuperSample 2x in Nvidia Control pantel and I was still able to use Ultra quality for fog and DLSS. Credit goes to a member on Reddit

Looking for some help on this... supersample for transparency doesn't seem to fix it for me.
Image linked below is what I'm seeing... everything is maxed out for ingame settings and the AA for Transparency is set to supersampling 2x

Try force disabling Variable Rate Shading.

Browse to your cyberpunk 2077\engine\config\platform\pc folder and make a new text file. In the text file paste the following:

[Rendering/VariableRateShading]
Enable = false

Save as userv.ini

Can just delete the file if you're not happy with the results.

What gpu exactly? Could be a lack of (v)RAM, so some textures (like those placed on particle effects) don't load.
Try to reduce ram sensitive settings and see if it still occurs
