Messing with builds or getting new items and stuff will be kind of pointless, but you can learn the controls, guns, etc.
Do not give money to a game that was released 3 years ago and still broken.
It is most definitely worth buying. It's a very cool game that will draw you in. You can buy it when ever you like but I wouldn't start a new game until the update drops, that's what we are all waiting for.
You could start now though, just to get a little practise an understanding of how things work before you start properly.

Should you start to play it now?
Uh, no. The dlc will come out end of the month (26th), so in two weeks. And a huge update will come before that (no date given).
And I'm pretty sure within a week after the update will come a hotfix to patch some crazy issues on some obscure hardware combinations, and they'll want to do that before the dlc drops. (eg. after the 1.5 patch there was a big problem for users of certain sound drivers 'nahemic' )
Meaning the patch will come in about week. Just wait till then (and maybe aformentioned extra week for the hotfix, depending on how standarized your hardware is). I started a playtrough both directly after release and directly after 1.50 dropped and it ran perfectly fine for me.
Should you buy it now? Depends your financial situation. If you buy now you get a free ingame car. (If you buy the dlc that is). But if you cant afford it then you shouldn't.
I dotn know how you are, but if you are like me, you will want to wait for 2.0 to make your first playthrtu. So you will have a better first expereince. Not that its acutally not a good one, but why learn a game that will be completely chagned in 1 or 2 weeks?
