Flying cars allows you to travel from one end of night city to the other in 2 minutes. It makes the world feel infinitely smaller. It removes all of opportunities to just bump into random encounters while you drive to the next location.
Flying cars have never been part of the Cyberpunk-2020 RPG (that this game is based upon), so why would you expect them in this game? That makes no sense.
AV's are part of the setting, but AV's are like Helicopters and private Jets in our world, only filthy rich people own private Helicopters and Jets, it's not something the average person will ever own.
Ah too bad, but they could have made it like an end-game, or near end-game item which might make it more understandable or reasonable.
collecting all the clothing in the game for transmog or crafting the best possible items near the level cap can get pricey as well
I might purchase base game at half off now, and then let it sit until the base game updates come out with the DLC.
If the dlc reviews are well received than it's only $5 extra to buy the dlc at that point...I wont pre purchase anything, especially for only $5 off. If it were half off the bundle today then id buy it as I appreciate being well rewarded for taking risk.

Pretty much. Although I think some players see the mod but then don't recognise that CDPR would be held to a much higher set of expectations in implementing it. From what devs have said the past few years, it's really about what doesn't get done if they were to retrofit the city to accommodate flying cars at the standard players would expect from CDPR.
The standard, factory-settings, AV-4 was 600k eddies back in the 20's (there was a refurbished, downgraded variant, intended as familiy vehicle for 50k eddies, but it was slow and cumbersome because of the engines downgrade).
And the luxury, high-end AVs (the AV-7 variant) were prohibitive as their price could range several million eddies for a single unit. Back then in the 20's.
Then, there's the technical issue. In order to have flying vehicles which can be piloted into everywhere the player wishes, you have to design a 3D map with hardnesses to determine collisions, where the actor can move and where can't,... It's time consuming and expensive work that would have delayed development and increased the retail price of the game.
