Liberty = Freedom
So freedom from ghost, ie resurrection.
In other words, a state of freedom or independence that does not exist but is supposed to exist.
Just so.
(And because it's CDPR, I'd lay good money it's a nod to player/character choices which are illusory too.)
Of course, I could be wrong here, but the story in this expansion takes place before the point of no return of the main game's story, probably.
So we will achieve some things, but no one will do us any good.
Yeah. It seems the obvious link with president of NUSA (ex-Miltech CEO) turning up in Pacifica, and the whole three way fight between Arasaka, Miltech, and Night Corp over the city. (Although whether Night Corp will properly emerge from the shadows, who knows?)
Could just as easily have ended up as Liberty Phantom...

So the title may be the sensation of liberty that really isn't there yet it is felt, but was lost to some sort of incident.
Their building is opposite Arasaka Tower on corpo plaza but who knows what they're keeping quiet at the moment?
There's a few little things in the base game which I believe are hooks they put in to link up with the expansion, such as the gig at the bus depot Arasaka jnr trying to provoke a war and even the outcome shown on tv if Meredith survives she sells Miltech exosuits to Night City's police.
