The core of cyberpunk as a genre is violence, despair and greedy megacorporations and failing governments. And violent ends.

If you go with game lore, Night City is a nominally independent city state which NUSA wants to annex. Of course, Night City isn't independent as the big corps scheme and manipulate to control it behind the scenes and through the city's gangs. I'm sure Jefferson will make a fine mayor though.

I'm pretty sure most game designers use an app that creates their titles from random combination of words in two parts. That's why we get so many games titled "Rise of" or "Wrath of" or "War of" or "Phantom" or "Shadow of" and then the second part is stuff like "the Fallen" and "the King" and "Legends" and "Redemption" and such.

Phantom = ghost
Liberty = Freedom

So freedom from ghost, ie resurrection.

I always thought of it as the ghost of freedom making it seem more so it gives you the illusion that you do have freedom when instead once you're stuck somewhere there is no changing.

Freedom or independence that does not exist but is felt.

In other words, a state of freedom or independence that does not exist but is supposed to exist.

Just so.

(And because it's CDPR, I'd lay good money it's a nod to player/character choices which are illusory too.)

Sooooo a city-state?

In the meantime, I think we're going to come back empty-handed from the story in the DLC.

Of course, I could be wrong here, but the story in this expansion takes place before the point of no return of the main game's story, probably.

So we will achieve some things, but no one will do us any good.

Yeah. It seems the obvious link with president of NUSA (ex-Miltech CEO) turning up in Pacifica, and the whole three way fight between Arasaka, Miltech, and Night Corp over the city. (Although whether Night Corp will properly emerge from the shadows, who knows?)

Pretty sure everyone in the office wrote down 3 or 4 'cool' words they could think of onto scraps of paper, threw them into a large cloth bag and then someone grabbed two out. You know.. like how most gaming are made.

Could just as easily have ended up as Liberty Phantom...

If I remember the Militech building was unfinished in the base game, maybe it will be finished in this DLC?

Like the Xtreme Predator X77 Pro Plus™
Trust me no one wants to trademark that.

Actually ever heard the term phantom pain? It correlates the idea of feeling the sensation when something is missing. Like an amputee feeling their lost limb after losing it.

So the title may be the sensation of liberty that really isn't there yet it is felt, but was lost to some sort of incident.

Their building is opposite Arasaka Tower on corpo plaza but who knows what they're keeping quiet at the moment?

There's a few little things in the base game which I believe are hooks they put in to link up with the expansion, such as the gig at the bus depot Arasaka jnr trying to provoke a war and even the outcome shown on tv if Meredith survives she sells Miltech exosuits to Night City's police.

Maybe they asked Chat GPT to rephrase "bad USA" and it did a "phantom liberty" but Heart of Stone at least meant something related to the story.
And maybe Phantom Liberty will actually mean something to this story
