So the base game map will probably show where this "city within a city" is located and you'll probably be able to see the outskirts of it in the base game world but you'll enter it and be in another game map/world to explore. At least that's my assumption from what I've read about it over on GOG since I own the GOG version.

That's how it works with other games, so i would assume so.
Yes. If you own it on GOG, you need to buy it on GOG. Same as with Steam.
No it is not stand alone. You will need the main game to play the expansion.
