That is the same with most of the fixers. There is a fixer symbol on the map for him, and a quest later in the game to go speak to him.

Open your map, switch to the Services tab, and find the blue handshake symbol. Hover over it and it will show you a portrait of that fixer. If I remember right, El Capitan is in the bottom right region near the solar farms
