To change from one tattoo to another, not directly no. There is a mod that can let you alter your appearance in game, tho I'm not sure what its called, I think its some kind of preset manager.
Reccomend going to the Nexus, clicking on the first 'character preset' mod you find, then looking in the links of the 'requirements' part of the main description page, it should have a link to the mod that let's you change appearance there.

To change the tattoos already in the game (from one image to another) so you get new, different tattoos? Yeah, there are lots.
Some are just plain swaps. They take a tattoo, say the stars on the neck and shoulders one...turn it into *just* the neck part (I have one like that) so YOU see just the neck stars, but the NPC's would see the normal tattoo. Those don't require much but CET and maybe a texture override mod.

There is a special framework mod tho, that allows for 'overlays' of tattoos. Many tattoo mods that are not swap out versions, require this one. I think its called something like Unique V or similar.
Again, fastest method to get to it is via the 'requirements' drop down in the Description page of any mod that's for a tattoo, that isn't just a swap mod.

Having said that, we may get lucky and get tattoo changes added with 1.7 or the expansion.
