Actually in Phantom Liberty drinking booze will give you a buff in confidence and social skills for 1 hour. But with the revamped police system if youre caught driving while under this boost youll be thrown in jail for 24 hours.
adds........ IMMERSION.......something some people can't get enough of.
This is not one of those games though. No buff, no gain from alcohol. You're drinking it for purely immersion and role play.

Sure, some of these activities may give buffs, but that isn't the sole purpose. Immersion is also the goal.
I dunno about you, but i need activities like these in the games that I play, as I find it boring going from story to story and quest to quest, without anything to break up the routine.
Thats the point
