Sure, It is better than it was, but it's still bad enough to ruin the gaming experience.
interesting...i didn't experience that kind of thing on my old rig when CP first launched. Granted I had to run almost all the graphic options on low to get the game running. But yea very different than what you are describing. I had a nividia gtx 1070 , i7-7700 cpu at 4.2 ghz , 16 mb ram , installed on a SSD.
PS: yea the car handling is bad . I preferred to drive around on a motorcycle. Some Loot did drop into the ground an become unrecoverable. Gigs/missions that got bugged were fixed by loading a previous save and redone,So nothing game breaking.
I do wonder though are you playing with an old install that has been updated a bunch of times? I installed the game onto a new ssd a while ago when I started playing again and I've noticed with other games over the years that sometimes repeated patching over long periods can introduce some bugs. I assume some part of a patch here or there didn't go perfectly or maybe something happened to file integrity over that time.
Or the other thing I hear regularly is people who used to use mods having trouble with game bugs because they never removed old mod files that are causing issues.
But I am running the same savegame. Not sure if that matters or not. Never came across a game where they would require you to restart your game. If they did, then generally your savegame would no longer be compatible.

Never used any mods ever. Always delete the entire game and re-download it. Always start new game to see and compare with previous patch.
While it's true that frequency of bugs dropped significantly since release, the bugs still occur. it's been over 2 years. One would think the game should be basically rewritten anew by now. After all, it took them something like 3 years to make it in the first place.
You talk about maxing things out and seeing the bugs and problems that occur. Might that have something to do with your rig's specs and what it is capable of rendering ( handling ) ?
You know it could be that. I am on my fourth fresh start of the game. There are a huge amount of games where bugs will become part of the save file and require a fresh start after patches to clear it up. Very common in elder scrolls games and early access games frequently do save file wiping updates to clear out the old crud. And if there is a AAA game that launched in an essentially early access state it is this game.

Funny, i have 400 hours in, and never encountered anything even remotely similar to that. I guess my npcs and items love gravity more than yours.
