If you want _all_ of the stuff you listed, there isn’t a lot of synergy between them, so you‘d get a jack-of-all-trades build that excels in nothing. But given how you can get to level 50 and that’s much higher than even endgame enemies (as of now), such a char may still be able to beat the game. Just invest in all the areas, if you really want that (or maybe you may want to ignore tech, then.)
Katana & Rifles builds are powerful enough without needing hacking: they cater to bullet time thanks to the Sandevistan Operating Systems. In these builds, intelligence is your dump stat, and it should remain at 3.
Similarly, Hacking builds with tech weapons are powerful enough without the need to dirt your hands with melee. In these builds, body and reflexes are kinda useless, because you shoot and hack through walls.
In both cases, it is possible to create builds capable of destroying the hardest difficulty.
But both at the same time? You need to mod your game: the level cap is too low.
No, this doesn't matter. you can go to 12 Attribute points in _every_ Attribute and still have enough left to go to 20 in one of them. Your V will be extremely powerful in nearly every way, esp. if you concentrate your Perks in the Attribute you maxed out. You don't even have to max out any Attribute, except to get the Achievement award if that matters to you. Just choose where to spend your Perk points wisely. You can buy cyberware or find clothing with mods that do a lot of what many perks will do.
And more to the point: You want to concentrate on Tech [for powerful sniper/precision rifles; Reflex to power up your gun and blade game generally; and of course Int for hacking. You don't have to max them out. as I mentioned previously.
But pay attention to the other Attribute classes. Going even a little way into Cool will give you some benefits in those other areas and a degree of Body development is necessary so as to avoid the 'glass cannon' effect...unless that's what you want to do.
It's a very solid build, with one caveat: since 1.3, Cyberpunk has been patched multiple time to avoid camping. Therefore, you may want a precision rifle, instead of a sniper one (achilles or the iconic version): ofc, with a ninja hacking build, stealth is paramount, with the rifle (or tech pistols) coming to play sparingly.

Weapons are widowmaker (iconic version of the achilles), lizzie (iconic tech pistol) and blue fang (iconic neurotoxin knife).
At level cap, the contagion quickhack with this build cleanses mission areas without breaking stealth: you are the plague the walks.
