Make sure you log out of the game properly and they should be gone.
- Go to C:\Users\---Your Windows Profile Name---\Saved Games\CD Projekt Red\Cyberpunk 2077\
- Launch the game through Steam
- Once the Launcher is up, delete everything except steam_autocloud.vdf from the mentioned location
- Quit the launcher to let Steam Cloud wipe its data and your Steam Cloud for Cyberpunk will be wiped out
Also if you aren't playing the game on other platforms, go to Gameplay settings and uncheck the Cross-platform Saves feature. It serves no purpose to a lot of people since most only play the game on one platform.But what exactly are you trying to accomplish? Because the only thing Steam Cloud backs up are the save files, along with the user.gls file which is used for autosaves. There's nothing else backed up, so you're trying to delete the exact same files you currently have on your system.
You can check your own Steam Cloud files by going to the following link;
https://store.steampowered.com/account/remotestorage
so maybe the OP wants to remove the Cyberpunk cloud saves, to make space for other game cloud save data?
That's why you see some indie games like Sifu (fantastic game) have a 100GB Cloud limit while its entire save folder is less than 800kb :D
In Cyberpunk's case the limit is 2GB, which is simply impossible to fill up since a fully filled up save folder takes around 200MB, give or take.
For steam saves it used to be a set amount, and as you filled it the oldest ones would be deleted as new ones were added, it should still work that way, to be honest though the client should include a cloud save manager as standard, though they did finally add multi account settings in the client finally, so maybe we will get a cloud manager in another couple of years, maybe.
