Appart from that: Have you considered Kingdom Come Deliverance (KCD).
Realistic medieval (no magic), first-person, very immersive (got 340 hours in that one)
So, IMO, if you're looking for an open world game with character flexibility and a lot of replayability, FO4 beats CP2077 by a wide margin. If, however, you love the cyberpunk aesthetic a lot more than the wasteland aesthetic, go with CP2077.
CP20-77 feels hollow tom in comparison with FO4.
FO4 is more sandbox and open world with a whole lot to do however you want to do it. Building bases, Tons of mods etc. But those loading times as you progress get reeeeaaaally long even on SSD. INfact I noticed NO difference when I went from HDD to my brand spanking new rig with nvme m.2 SSD. Entering and exiting buildings becomes really painful. And there seems to be no way around it for whatever reason. The engine is seriously dated. the gunplay is to be expected from such an old engine that relies on VATS. Its fun and I put a lot of hours but CP2077 plays sooooo much better and has such an awesome atmosphere. I would definitely suggest CP2077

Fallout 4 if you want an immersive sandbox-driven RPG experience.
Personally I have 1600 hours in Fallout 4 and I have 533 hours in Cyberpunk 2077. If I had to choose then my choice would always be Cyberpunk 2077 without a shred of doubt.

Would echo suggestions for Kingdom Come Deliverance as a lesser known gem. If the criteria is purely open world, rather than RPG, then I'd also recommend the original Subnautica for how a survival game uses the freedom to go where you please to good effect.
There's a mod to fix this. FO4 loads instantly for me now.
Cyberpunk 300 hrs.
Both amazing game but nod goes to fo4.
F4 has more to do and explore. It is a better sandbox game imo. You can get lost just playing the game fing around.
Cyberpunk has the much better main story and side mission. The art and designs are better. The game is cooler. The combat and char builds are better.
