VSync and reflex are grayed out: How do I enable/access those settings?

It probably is just a setting somewhere, which enables access, but I have no clue which.
Running a RTX 4080 @ 5k @60Hz / i9 10900K

All RT on --> setting a max FPS (60) doesn't help. It renders +100FPS at 100% GPU usage. That is why I want to use VSync, as I am fine with solid 60FPS with maxed settings in 5k.

You probably have FG (frame generation) on, aka DLSS3. When enabling FG it will grey out vsync and enable reflex automatically. You do not have any control over this except for enabling vsync via the NCP. Doing this will give you vsync even if in game it shows vsync set to off. This trick you can apply to any game.

You can set a frame cap via the NCP as well; such as 60fps as you mentioned.
