Note: In it, I've got mods.
Right click on the game in your Steam library > Local Files > Verify the game files.
Since you mentioned you're using mods, you need to properly remove them or wait for them to get updated. Depending on what the mods do however, I would not recommend removing them if you intend to continue your current playthrough.
If none of that worked, then removing all of the files related to Cyberpunk manually and then reinstalling it should completely solve it:

I don't think 'uninstalling' mods really deletes all the relevant files or changes made to basic game files. That's why I did a fresh install on a different drive.
Old ones seem to work fine.
