Access points don't give that much $, and given all the ways to make $ that seems like an odd reason to spend attribute points.
You can get all the legendary quickhacks with 3 Int if you wait until level 35+ or 40+ to use very high value and high value access points.
(low value access points only give green quickhacks, some that don't give $ can give legendary quickhacks at high level too.)
In all areas there are some no Int req access points.
The access points with Int reqs scale based on where they are, Watson will be 4 or 5*, japantown 5 or 6, city center has a bunch of 14s (and a few higher).
(1 place in Watson they are 7 because it is the end point of a quest you get much later in the game...)
The reward from access points is in no way tied to the Int req.
The way you make $ is:
get to level 50 and farm gangsters (they can drop 2k purple items at that point)
spam craft
dupe glitch
access points actually give very little $ in total...
(If you are out of watson there are many good cyberdecks available.)
Again: access points $ is about what you get from clearing 3 man enemy group at level 50... and those respawn instantly and infinitely if you know where to skill/xp farm.
I have a 4 Int and 8 Int character with all the legendary quickhacks, I wish my 4 Int character was 3 so I could have 8 Body for better cyberware...
If you don't really use quickhacks then Int is only useful for buffing the passive ability of short circuit on crit hit builds, and once you 1shot everything buffing that damage higher is pointless.
