edit: as to intention, MIles Tost spoke briefly about it to say that the idea is to give players another incentive/reward to go exploring in the world. Obviously I don't think he meant hunting for something which isn't currently there. :D
I had an old save from the original release that had a level 4 toon on it. I started from that save and started a new playthrough. I wonder if that is somehow borked and I should have just started a new game.
then you can make and equip them then buy whatever lower level clothing that you like as an outfit as the legendary outfit does look awful
course theres still iconic outfits you can upgrade as well
