Mobs are 3(standing around)+3(watching tv)+5(civilians with these guys, party truck group)+2(at the table, these 2 seem to always be lvl1)+3(shooting pistols at beer bottles)+3(by the cars)+3(at the beach house) mobs.
Clear out the mobs, run south under the dock just past the dumpster to reset them all, then do it again and again and again.
This place is nice for leveling cold blood because you can keep it up between resets.
In the grand imperial mall fast travel, just go upward the road and there is a bunch of enemies (I think that's the place Doom was talking?) you can reset it just going back from where you started (Grand imperial mall entrance) and try to do it over the 1am ingame time, there's more enemies at that time till 7 or 8 am.
Check out reconciliation Park in corpo area, it's not the very highest level enemies but there are multiple groups of 3 scattered around a fairly small area. My personal best is a level per 20 minutes right up until level 50.
I used Pacifica to lv up the last 9 leves I needed to reach 50 and to lv up my weapon skills cuz I really didn't see any other substancial mob crowd that could be respawned quickly, I'd like to know about those camps you're talking since I still need to level up engineering and anihilation perks.
Like I mentioned before, it topped at like a level per 20 minutes for me. Pacifica was like 30 minutes.
All the camps in reconciliation park are groups of 3 so it's very easy to just nade them all however the most recent patch changed AI behavior to let them run away faster after you throw a nade at them but you'll figure it out. Remember that nades have a mini-stun effect when you directly hit someone with one. Or you can use cripple movement or something to make sure they get hit with the nades.
I mean, I use Ozob nose and pretty much one shot everything with like 20k or 40k crits xd I don't think they have too much time to run away.
Gonna try it then, people in Pacifica still eating nades easily.
