Talking Bout A Revolution broken?

i've got the quest Talking Bout A Revolution and it says to wait for judy to call but its been a long time it i'm not getting a call. after doing a bit of research it seems i was supposed to help judy kill someone who i left alive in a different quest, but i never got the choice, the quest just ended. unfortunately i dont have the option of reloading an old save as i dont have one where i wont lose hours and hours of progress. is there anything i can do or am i forced out of judys questline forever?

i went through my saves and i found one where from before i did the quest and i'll only lose 3 hours of progress so its kinda solved hopefully. though if theres another solution i would be happy to hear it, at least so anyone else with this problem can find help too.
knowing how i can stop the quest from breaking would also be handy if anyone knows.

It's been awhile since I did it but if I remember it took forever to get the call for it

Dealing with Woodman has no effect on the quest, as Judy has so many different reactions both during and after the quest, depending on what you do.

Have you tried sleeping for 24-48 hours? Because it takes a while before Judy organizes everything.
