the tech is too advanced, like flashlights
I can think of only 2 places off-hand where its pretty dark. One of them is a mission for Wakako ( miss-spelled ?) The other was with the Voodoo boys and their headquarters.
So while yes, a flashlight or an eye implant might be useful it is hardly " many places that get insanely dark ".
Unless you have many more examples ?
You do know that graphical issues can occur when a player's graphic settings are higher than their rig can deliver ? Maybe try lowering your graphic settings to see if that helps.
its caz the game hasnt fully loaded all the graphics, like moving mouths, the low polly bug, never seeing any people/cars on the roads afgter you have been driving for a bit
