Is it possible to max all perks in a single playthrough?

Maxing all perks and having all the abilities? Or is it only possible when you cheat?

Not sure just bought the game but if I had to guess it may require farming to do so again not 100 percent certain

Since there is not a Game + ability. You can not max all on one play , unless you cheat.

you're limited to level 50 which gives you one perk point everytime you step one level further, since you've got all your starting attributes level at 3 plus 8 points to spend it ends up with 74 level you can claim from specific action (athletism, quick hacks, fist fight, furtivity and so on) which somtimes grants you one perk point, let's say it gives you one perk point every two skill level up (which I doubt) it ends with a total of 87 perk points, I'm pretty sure you cannot fill the tree with this.
And before you ask, every tab in each attribute can be leveled at the matching attribute level (with a maximum of level 20).
Passed level 50, you will probably still be gathering XP with a lot of attribute tab.

Nope.

Maximum level is 50, so you get 56 attribute points (from leveling plus the initial ones when creating a character).

Perk points however you can get more than a 100, by maxing out skills and finding perk shards through exploration.

There is a Cyberpunk Build Calculator though, quite useful if you're wondering where you might want to take your points.

You can only max out 3 trees legitimately. The breakdown is

20, 20, 20, then 5 extra points to put elsewhere. So regardless of perk points you cant get all perks.

Well, I pretty much cheated. So I maxed everything and my character's just broken, but I can just play however I want and switch things up on the fly.

You can use a save editor, Cyber engine Tweaks for console commands from Nexus Mods, or WeMod.

I think most builds will end up with around 100 perk points plus 10 findable ones.

I just use wemod. It's the most easiest way to cheat in the game without having to go balls deep into modding. Very straight forward.

The reason why I'm choosing to cheat for my playthrough on PC is because I want it to feel like New Game +, since I already played the whole thing on PS5. I ain't starting my progression from square one. ♥♥♥♥ that.

To be fair to anyone who does decide to cheat you are a cyborg so you should feel somewhat overpowered then what you are when you start playing. Some of the perks you get aren't really that great as well! Nothing wrong with cheating because games are all about having fun!
