Because KSA/Qatar (where i am) and almost all Gulf countries have similar rules when they censor games and such, in this case CP2077 there was nothing censored, i can also let friends of mine from KSA comment here who have CP2077.
No matter what options you disable, nudity is a core element of this game, ads, billboards, scenes, everything.

In the Middle Eastern versions of the game distributed in Saudi Arabia and the United Arab Emirates, V, the player character in the game, cannot be trans or non-binary. Genitalia cannot be adjusted. V is also unable to engage in homosexual relationships with other people. Many explicit sex scenes were censored.
