Is you game fully updated and are you running it from an SSD as the specs recommend.

You... you know that I'm experiencing a bug that has them spawn ON ME. So running away does nothing.
So don't fight the police? You get zero XP and practically no drops from them. And you have 20 auto saves so the furthest back you will be is about 10 minutes. This is entirely a you problem the police still work exactly the way they were designed.
That's how they usually spawn. If they aren't one-shotting you, you can still run away.
So don't kill civilians? It really isn't hard to avoid the police.
Running away is the only option if one chooses not to fight them.
Serioulsy, in 350 hours, starting from release, I've never had an encounter with the cops that I couldn't solve by turning around and running for maybe 10 or at worst 20 seconds.
You're not supposed to fight them. This isn't GTA. The cops spwaning on you simply means that you misbehaved and its time to leave and chill a bit.
