It works but it is possible to still get immediately put down if you're taking ungodly amounts of damage. It's just rapid health gain, not invulnerability.
Unless you are using mods enough damage fast enough will still kill you with the biomonitor. It has a rather long cooldown and if you are getting hit fast enough you will go down again while it is on cooldown. If you are using both a biomonitor and the secondary heart, the monitor will trigger first, meaning for the heart to even trigger you have to be taking enough to drop you very quickly.
Edit: Also without a certain perk incoming damage will stop health regen including that from cyberware.

Well, there's plenty of folks complaining about stuff they didin't test before starting to complain about it - or who didn't read the descriptions thoroughly and are complaining about stuff that works just as it's supposed to work so, yes, that's definitely a possibility ...
Same. I was already max level. I swear it took that lone ganger close to 5 minutes to take me out. *lol*
But jumping off a bridge doesn't unlock the "revenge" achievement ...
