No. Just very rare on release version because weather patterns were borked and there were also issues with how they looked (eg acid rain, well just a green fog, was missing its rain). As I remember it the dust storm effect was just a reddish fog, the OP's screenshot is much nicer.
I was wondering why I played this game for nearly 200 hours and never once saw this
If you want to see it, there are mods on Nexus which increase the probability of the weather changing. (eg https://www.nexusmods.com/cyberpunk2077/mods/4388 seems to be maintained.) Something to note is how it's related to ingame time passing too.
