But first! Clothing is armour and armour is clothing, don't use the term that way because it's confusing. Clothing. Just say Clothing. The game says Clothing you say Clothing. So what? One looks like a miniskirt and one looks like a flak jacket, If they both provide 380 armour. :-)
So you're wanting ALL clothing to have legendary crafting spec available, you are NOT talking about getting the ~13 ones you can buy/find/steal and the ~7 you acquire by leveling up? Because if the former? Doesn't exist. You'll have to cheat. Either manually or with mods.
If you wanted EVERY piece of clothing have crafting specs that go up to legendary that's a lot of overhead dude. There's nothing to do with it end-game as you're finding out, you don't need money anymore, no use selling it after creating it.
Why not just give yourself what you want and be done with?

You could get one of those mods that makes every single piece of clothes available as legendary with the appropriate slots, so you don't have to settle on looks vs perks/protections.... something like Tim's Legendary Wardrobe[www.nexusmods.com] (a lot less work than installing spawn0's Better Clothes, no actual modding, no redscript required, etc. It's just various savegames)
Other than that? You will have to make it yourself, I think.

You craft a legendary item, then use 75 Armadillo to beef up the Armor. My highest armor jacket is ~360 with 2 legendary armadillos. I'm 50 (max) both level and street cred.

So for self-craft legendary armor you get a whopping 3 choices for each slot (4 for pants).
