Which is to say, I think it's extremely unlikely that an equivalent amount of effort could feasibly go into creating explorable interiors for every building (which in all likelihood would more than double the area V has access to). It's especially unlikely for such a monumental effort to go into developing areas that would exist solely for immersion's sake, optional areas that serve no gameplay purpose. In fact, such areas would probably work against regular gameplay, as players would undoubtedly occasionally find themselves in a building they think is connected to a mission, only to waste a bunch of time looking for something that isn't there.
Let's say, hypothetically, that CDPR could develop an algorithm that would use AI to create building interiors, negating the need to hand-craft every room. This algorithm would need to create contextually-appropriate interiors that are each unique enough to reflect the characters of their inhabitants (otherwise there would be hundreds of copy-pasted rooms that could hurt immersion more than help it); individual decorative schemes with different sets of furniture arranged in unique ways. It would need to decide what loot (if any) can be found in these rooms and where, as well as how the inhabitants would react to your presence. It would need to respect the architectural dimensions of the buildings as well as logically place all doors and windows and include hallways and stairwells where necessary. In the end, while this might theoretically be less work than hand-crafting thousands of rooms, it's still highly debatable whether the results would be anywhere near worth the effort. The world would inevitably become more confusing to explore (with exponentially more areas we'd have access to), and we'd certainly be hearing plenty of complaints from people asking what the point of these interiors is if there's nothing to actually do in them.
TLDR: The insane amount of work required to pull off this request is nowhere near worth the gains.

Let's face it. V is already a ticking time bomb. Does he/she really have time to reconnoiter every single room in Night City before his/her lights go out? There's already enough suspension of disbelief in that area with all of the side quests, gigs, and NCPD contract work. The conceit that supports it is that V wants to go out a legend. There's not much legendary about traipsing through the average NC citizen's home.

On our floor only, not counting the one just above and under, we have only access to half the floor (only south and east side), and just in that half a floor, we can count 12 flats' doors.
So, only with HALF a freaking building, we can imagine that to do what you want to do, they will have to open 12 x 54 doors = 648 flats.
And it would be 648 flats with absolutely nothing but food, drink, cards, ashtray and maybe a bit of money here and there. An either it would be filled of repeating generic NPC over and over again, or completly devoid of NPC, both completly immersion breaking.
And if both halves of the building are the same, the number of flats to explore would reach 1296.
Meaning that if you want to find the meaningful stuff, you'll have to search into tons of empty flats. Completly useless, and absolutely no fun, for anybody. Go play to DayZ if you think that exploring tons of generic empty houses is interesting.
id rather see them incorporate more unique buildings into a story like the prison or the stadium.
Coulnd't you just make those doors different (e.g. long opening animation) and only rendet the apartment once the character actually tries to enter it?
If, and this is a giant huge if, they would have procedually generated apartments based on randomized values and prefabs. I think that could work. But the amount of time to implement this would be out of this world.

Your comment is predicated on the assumption that every room in every floor of a skyscraper is loaded in simultaneously which, needless to say, would cripple any system be it a 5950X + 3090 Ti PC or a 2013 launch PS4/Xbox One.
There's no reason why the game or engine can't handle loading in a single level or floor of a skyscraper where the player is on. There's no reason why the game should load the rooms on Level 47, for example, when the player is on Level 12.
Like do you not remember Arasaka Tower/Konpeki Plaza? Were those buildings not skyscrapers? The game ran fine during those missions.
Of course, shortcuts do exist (think of The Summit DLC for The Division 2 repeated many times over), but the results would be far less than satisfactory.
You know there this magic thing called locks. People use said items so others cant open thing that dont be long to them, be it boxes, crates, cars and doors
I would like to know any good game that has massive cities and that you can get into every signal building
