Ah that might explain it, as I just came across the same thing.
Will report back here once I find them all ^^
EDIT: Okay can confirm, once all the cards are found Misty will finish the quest. And then after leaving the area and coming back she'll be back at the counter with her usual dialogue. Nice ^^
Even if it is not a bug, though it seems more as it is not properly scripted, Misty not responding until her quest is completed is simply bad design and an immersion breaker.
Especially after doing The Heroes quest in ACT II, when players for story reasons and consistency would like to check on Misty, yet cannot due to how easily the tarot quest is triggered which spans across the entire map.
And considering the game does have plenty of glitches and scripts not triggering properly, it is not so inconceivable to think it is a bug.
