Report a translation problem
Scan a gang member and it will say "X Street Cred". That's the bounty rewarded no matter how you dispose of them. Sometimes they might offer cash too, so it will also mention "X Eurodollars" along with "X Street Cred".
Basically once you deal with them in whatever way you please, it automatically is uploaded to you. You get money if the bounty mentioned any and you get street cred always.
It's basically a passive thing that has no real interaction. Maybe they intended it to be a lot more complex, but cut some corners due to what happened.
It doesn't have to be more complex than it already is, but a simple "has bounty" flag or something to appear more on the regular shouldn't be that hard to implement. The system is already in place and it works. It's just that it's too rare of an occasion IMO.
I also got super excited the first time I saw the pop up explaining bounties, but quickly realized it's just a passive XP thingy with occasional money on certain NPCs.
All of the preset NPCs have money attached to them, I suppose to give them some flavor of being wanted.
