How does the wardrobe system work?
So I know we go to our apartment and use it to set outfit which we use in the full-body slow, and I saw shops now have a "not in wardrobe" tab, but do we "learn" the looks and can always use it in our wardrobe, ala WoW style? Do we need to keep them in our inventory to use the outfit? If we delete/sell/scrap a piece of clothing can we still use it in new outfits?

Go to a wardrobe. Select what you want to be seen wearing. Save into one of the slots down the left hand side of the screen. You'll visually appear in that outfit when that slot is selected everywhere but in your car no matter what is actually in the slot in your inventory. You don't need to carry the clothes from your wardrobe with you. (Not tried selling/scrapping.)

Just tried selling an item after having used the wardrobe with it in my inventory, could still choose it. Haven't tried selling it before opening the wardrobe with it in inventory or stash yet tho.

Good to know.

The issue with not seeing the cosmetic outfit while driving a car seems to have resolved with a reload for me, if anyone else runs into it.
