Reflex
A "gorilla arms" build is not a thing, choom. That's a weapon, so you want melee non-lethal build is what you're saying? So do you want to stay in that tree? Because I'd put a Body/Reflexes guy against your Body/Cool guy and he's probably with 100% of the time, unless you were always sneaking.
How do you want to play?
That said you don't really need to max Reflex for the crit chances.
You could go 10 Reflex and and 18 Tech as mentioned after taking 20/20 Body/Cool and leaving 3 in intel (just logged into the game to check my point allocation). !0 reflex is what my Intel/Cool build uses with monowire for crits and all needed blade perks (including the one that heals you on counter attack, but that won't work with gor arms). That gives you some more crit chance and the crafts.
That said, you're using gorilla arms that don't have the same ability to hit multiple targets thus proc crits more often like my Monowire+Hacks. So you may need to drop crafting and just focus on crits for more Cold Blood and on crit functionality.
and cool is not for sneaking its for the coold blood tree.
the thing is just would i profit more of the reflex stat or more from the tech stat & legendary gear.
If you want Sandevistan and +5% Critical Chance, go Reflexes. However, in this case you will be dropping Berserk.
If you want more Legendary Armor and Clothing Mods, go Tech.
If I were you, I would go Tech.

Pro tip: Make sure you're very up close to the target you're laying the beat down on to act as a shield for incoming bullets. And GTFO once that target is dead or you notice you can't heal fast enough. GTF Innn~ GTF Outtt~~
As for reflex or tech. You still need to invest a few points into guns since there are times you can't rush in punching without dying. Tech crafting is just all around good for money build. If you really have to choose I'll say tech since money solves alot more troubles than you think. Gotta
