Is the Malorian Arms pistol affected by Engineering perks?
Since it performs as a Power & Tech weapon and I'm planning a build around it.

Perks that could possibly count:

Draw the Line
Lock and Load
Up to 11 (almost 100% sure this one doesn't work with the MA)
Tesla (same as Up to 11)
Play the Angles
Ubercharge (probably same as Up to 11)
Gun Whisperer (Same as 11)
Superconductor (this one would be fantastic)
Revamp

Once I get it I'll have a bunch of perks banked to save/reload and test, but I'm hoping someone knows who can save me the effort.

Because you can't charge the weapon, you probably only benefit of perks that don't require charging.

Its a power weapon.

It's a power weapon and not a very good one. I put it up on the wall in my stash room as soon as I got it. Kerry's Archangel is far better, and Dum Dum's Doom Doom. Those are my two favourite power pistols.

It can shoot through walls if using ADS, and it has ricochet if shooting from the hip. It is a power pistol with tech capability.

So the OP's question is legit.

Appreciate the recommendations but this is a drip or drown world and Johnny's Malorian drips.

Yeah that was my thinking, I'll post here with what perks do and don't work once I get it.
