For instance, starting the game with your double-jump could give you access to areas you're not supposed to be able to reach. Getting your eye implant from Vic wouldn't make sense if you already have a better one. There are likely a bunch of unexpected things that could break the story or cause unintended effects, certainly more than we can think of off the tops of our heads.
Some potential problems might be easily fixed, other might require more thought and planning, and others still might involve significant effort (like adding collision and/or changing area layouts to prevent accessing out-of-bounds areas). CDPR have mentioned that they are looking into this but warned that it's more complicated than people would assume and they're not making any promises.
Building your character and hunting for upgrades to gear and cyberware is like all of the substance the game has to offer. Playing the entire game with a maxed out character would not be very fun, IMO.

This right here is the design choice that doesn't really make sense to me, they give you all those weapons and items to do what exactly? take photos?
They also encourage you to do all side missions before going to the final one so you are left with little to no content to actually do aside from some gigs which are fairly simple.
Yes I'm in that boat. I did all the side missions before doing the ending. In my mind it made alot of sense and thought the weapons was for new playthrough, but when I fired the game up...
