Tranquilizer is handy, because it's a single hit, non-lethal takedown on normal human enemies; which are the most common in the game, between corpo soldiers and the gangs. Don't bother charging your shots with tranq rounds. It SAYS there is a wider area of effect, and even looks like it visually; but I've never once downed more than one, even when clustered close together.
Cool thing about it is that, despite the loud explosion sounds, it's completely quiet. So the P.L.S. with tranq rounds is actually a pretty good stealth tool; as well as a silly one, when the big boom sounds goes off, and no one notices. The downside of the tranq rounds are that they don't work against robots, and boss-level enemies like Cyberpsychos.
Electric rounds, on the other hand, you ALWAYS want to charge. They're pretty much useless when quick fired. However, it's charged shot is pretty strong. It guarantees a knockdown and stun on human enemies and, unlike the tranq rounds, actually has a wide explosive radius; so it's very effective on crowd control, and does very decent damage.
The charged shots also works like a cluster bomb, which is why it's overall damage potential is high. But it's also a pretty inconsistent, in terms of getting all the clusters to hit. This is because the knockdown effect can sometimes push the enemy out of range of the other explosions. However, I've also seen enemies get juggled by one explosion after the other, which is always fun to see.
Unlike tranq rounds, these are actually as loud as they sound, so you don't get to do stealth shenanigans with it. But, on the flip side, it also has use VS all enemy types; as even boss enemies still get stunned and knocked down. So the choice really is between something that excels at taking down generic mooks, or something that provides good utility vs all enemies.
What about militec incendiary and the thermal rounds, what is the difference between them?
Honestly, I don't know. I don't think this question has ever been properly answered. They have the exact same description, and as far as anyone can tell, they work the exact same way.
