So you see I still have no idea what's going on, what things are related to other things, and obviously the proper sequences are not getting through to me.

'Distract Enemy' is a quickhack, its something that you can do to a... device. ACs, TVs, Vending machines, Forkifts, whatever. You can hack into it, it malfunctions, makes a messs, and that can distract nearby enemies.
You hold tab, that activates scanner mode. Interactible devices are highlightet. You focus one, select a quickhack of your liking with the mouse-wheel (later one you will find plenty differnt ones, you can even craft them) and confirm with e. Or maybe f, I forgot.
Then you release tab, which exits scanner mode, you wait a few seconds and the hack completes. In this case 'distract enemy' will cause a malfunction on a screen, which should distract the enemy and cause him to walk over there and... be distracted for a while.
You can use this time to sneak behind him and if you like you can knock him out (if hes not to strong for you, but in the tutorial he'll be super weak. Out of the tutorial strong enemies will overwhelm you if you try that)
use scroll wheel to select the hack you want to use
press f to do the hack
Use caps lock (by default) instead of tab to toggle the scan mode.
Or just use caps lock which toggles it off and on.

I recommend you go to your nearest big box retail store, (Wal*Mart, Target, or Amazon if you can manage) and purchase a Wired Xbox GamePad (for their current system), they're usually about ~$25 to ~$30 and plug it into your computers USB. Then use that to play games like this on your PC.
