I have to say, the armour points in this game don't make a lot of sense. Why does a t-shirt have a higher rating than an actual armour vest? How do cut-off booty shorts have an armour rating higher than a single digit? That's just goofy.
Because the game has leveling and the the level of the item dictates it's armour level.
Transmog make all of that moot anyway.

No, it just doesn't make sense. I see no problem with having a basic armour level for, say, an armour vest and then levelling up mods for it. Clothing should always have low levels. That's how real armour vests work...you can scale up the armour elements depending on how much you want to spend.
Also, I have different outfits for my V depending on what kind of gig or side job she's doing. Shooting, netrunning, stealth etc. Collecting single items that look good and work good is part of the fun for me. If I could change actual outfits with a mouse-click, that would help me. Just changing their look means nothing.
You are in a setting where armored t shirts will exists. From the pen and paper game you are in a setting where armored skin exists. Not just subdermal armor but in the pen and paper rpg there is a cyberware called skinweave that armors skin to be bullet proof for smaller guns.
