I think the real reason they're only doing 1 DLC is their move to Unreal Engine 5. I get the feel that their in house engine has some pain points that limit their ability to deliver efficiently on game play aspects they want to add, where as Unreal Engine 5 (I assume) has a lot of the issues already solved.
So, not sure sales would necessarily get a new DLC green lit, so much as potentially accelerate or prioritize future work on Cyberpunk in the UE5 engine.
