Report a translation problem
the thing is, they are finished. they are completely usable except in some areas where they put barriers up to stop players from going on them... which is odd because they dont prevent it in other areas.
It's a good question to ask one of the devs, perhaps Miles Tost?, on one of their streams to see if they remember.
Yeah, there are a lot of missing areas that your are simply blocked from going to, for example, there's a skytrain I've been trying to jump on for ages because it would be a really great way of sitting back and touring the city or sniping the cops and letting them chase me while I calmly relax on the top the train.
It was one of the funnest things to do in GTA5, get your star level to 5 as you ride the train and watch the police freak out as they try to chase you across the ever changing terrain.
So far, I haven't found that much to do in Cyberpunk. The game is def really neat, but overall, it lacks stuff like that...
I've gotten onto the NCAT rails, into the staduim, over the border wall, all that fun stuff but never saw an unused road
It can't possibly be that its 'unfinished', for the simple reason that it IS finshed. The whole thing is done, not a single piece missing. It required additional work to wall it of.
So I guess its pretty far up, meaning it can be seen from far away. Drawing all this additional traffic up there would be an additional strain on the engine in the most crowded area of the map. Locking it of is a very simple way to remove some work from the engine.
And its not like you need it, there are plenty of other road available there.
Why didn't they just remove it all together? Probably to be able to reactivate it at some point. (Or maybe its used it some of the scripted persuit events)

I actually use the roads now to bypass all the surface level streets and traffic.. plus they only have few intersections. i have run into two that are blocked on one end, so you cant get out.
Maybe not using them was a way to force players to see the city, to interact with it, see NCPD events, etc.
