Report a translation problem
I'm running same thing as you cept with a Ryzen 2700X but im able to hit 60 most the time, dips below when im in crowded areas like Japantown market or occasional texture loading.

I might be talking out of my ass though because I don't own this game.
CPU: AMD FX 8350 x8 @ 4.0Ghz
RAM: 32
Graphics card: XFX RX 580 GTS Black Edition 8gigs vid memory
Hard Drive: 14TB
OS: WIN10
Game Status: Game runs normally, 1360x768 to 1920x1080 pending on monitor ability for screen resolutions @60. No issues to report.
NOTES: Observed game runs better on 6 to 8 cores better than 4. On some system full screen maybe better than windowed. Game may not work correctly or not at all in WIN7.
Still waiting on anyone to report back after turning on HDD mode, though. Wondering if it's a full drive and Windows swap file is what's struggling.
