In the anime/manga medium a loli is an aesthetic primarily defined by two characteristics:
1. Short
2. and/or petite
It has nothing to do with being a kid or not. Rebecca is a short petite women. She isn't a kid, but she is a loli.

Just go do some looking up of the definition of Loli, and images and your attempt to "cleanwash" what a loli actually is is pretty clear.
A loli is, absolutely, 100% childlike.
