GIG: Going Up or Down glitch?

I can't collect the rods from the toolbox? I sneak past, convince, or beat the ♥♥♥♥ out of whats his name, but the rods are non lootable and I've reset several checkpoints and saves to get them?

Update: I've done 3 NCPD quests since and none of the quest items are spawning? the bags or enemies are glowing, but I can't loot them? I need a fix?

Mods can cause this issue.

I'm sorry guys, this happened 9 months ago LOL. I think I just loaded an earlier save and redid the quest.

I'm having this exact same problem. Zero mods. No matter if I kill him, knock him out, or talk to him and get his permission, the toolbox never becomes interactable. I even reloaded about 10 times and kept trying over and over again.

*Edit*

I closed the entire program and reloaded, and this time the toolbox was accessible. Better than the alternative, but should have been patched by now.
