I also only mentioned the NCPD because you mentioned how V isn't a sanctioned killer because they're not part of the NCPD. NCPD doesn't matter if you're doing your deeds in pacifica, and considering NC has no jurisdiction in pacifica anymore, People there wouldn't need to be sanctioned in order to go after bounties in that area.
Also do you honestly believe the NCPD will care if a BH is /sanctioned/ or not? V seems to be getting paid for killing those bounties either way, Seems being "sanctioned" doesn't mean anything and the cops have no issues with it.

In game, 6th street is basically just another arm of Militech, who in turn is an unofficial arm of NUSA. Makes sense that 6th street wouldn't play friendly with any of the other factions considering NUSA wants night city and all the other gangs think they run the city.
But if I had to choose which gang to completely control the city, I'd choose 6th street over any others. Second would be maybe the Valentinos.
In reality tho if Nusa DID take over night city I 100% expect 6th street to be absorbed by militech.
None of the gangs or corps are /good/ and they all have bad things about them, But 6th street is the evil I'd choose to live with.
If you do the Stadium Love side job, you will get a different reaction if you've shot it out with 6th Streeters a lot, as opposed to early in the game when you haven't. You can still run the competition, but if they start saying they think they recognize you...be ready to rumble. It would be fun if there were more setups like this.
- For Scavs, & Wraiths, I kill & burn the bodies.
--- The rest depends on my playthrough, & how cyberpsycho my character is.
- My Street Kid made peace with the Maelstrom early on, got DumDum's inhaler, but will likely end up with his gun, Doom Doom l8r. This character is less inclined to kill the gangoons, but will do so if need be. Not so kind to Corpos
- My Nomad naturally fancies Aldecados. & is a solo who kills anyone who's committing crimes against civilians. He is disappointed in what the 6th street has become with no qualms about taking the safities off his guns for anyone.
- My Corpo naturally sides with the corps more than anyone else. To him, Arasaka isn't evil, The execs just need to be thrown down off the ladder to their deaths so my Corpo can become the boss.
--- Some of these gangs have changed much since the 2020s.
- Scavs are from Red, so I'm not as familiar with them as some of the others. Their tattoos imply Bratva (Russian Mafia). Their main crime of choice is harvesting organs and cybererware from civilians. I kill them on site, I burn the bodies to make sure they are dead.
- Wraiths, in 2020 they gave Nomads a bad name, providing transport shipping, but stealing the cargo along the way, & generally being a mad max style raider group. In 2077 they have become very much like the Scavs, so kill on site.
- Maelstrom, this gang had ok origins like many gangs. Back when Hammer was the leader, the gang called itself Metal Warriors. They even had a code. An anti-Chrome gang called the Inquisitors slaughtered them, along with a couple other Chromer gangs like Ironsights, The survivors devolved into Maelstrom. They became a chrome cult and lost their honorable roots. As cyberpsycho as this gang has become, I've found fewer civilian slaughter sites with this group than with other gangs. I'm on the fence with Maelstrom. They look scary, & act tough. But they are more bark than bite, like judging a book by it's chrome. They do go too far, though, at times, & way overboard with the chrome.
- Inquisitors, Don't exist in 2077. CDPR missed an opportunity here. If anyone would be a foil to Maelstrom, & maybe even allied with Scavs, it'd be inquisitors. They hated chrome with a passion. A cult like Maelstrom, just the flipside of the coin.
- 6th Street, They had honorable beginnings as well, but like all the 2077 gangs, they have devolved into criminal thugs with no qualms about killing civilians. In 2077 they seem bent on waging a dirty war with the Valentinos. A pity. I'm disappointed in what they've become & have little qualms about killing them as they are.
- Valentinos, Like the Voodooboys this one has drastically changed from their origins. I mean, like, wtf. Wow. This posergang used to be a ramanticism trope, a bunch of Casanovas who would try to seduce women. In 2077 they have become a latino mafia, with criminal activities as low as any other gang in night city. It's a wonder they didn't change their name. Maybe all those fatherless kids rebelling against their Casanova roots made for a more traditional punk gang?
- Tyger Claws, In 2020 The Tyger's Claw was a bit of a martial arts Poser gang. They, like 6th Street, began by defending their neighborhood. Even being a little anti-chrome. Sometimes working as hired thugs for Arasaka. They changed their name, Tyger Claw became more organized. They've become a mixed gang like the others. The tree has rotten fruit like the other gangs however. In 2077 they seem a mix between chrime syndicate, & biker gang.
- Voodoo Boys, in 2020 this was a kill on site gang, Nhilistic; rapists, sadists, terrorists. The funny thing is most of the founding members were not Haitian. This gang was as bad as the scavs, worse even as they persisted in terrorism as their passtime. They got a sort of reboot in CP'Red. By 2077 they've turned into a biggoted Haitian cult gang. In some ways worse than Maelstrom. The 2077 Voodoo boys mostly commit crimes in cyberspace now. In early playthroughs I wonder why I was more interested not siding with Netwatch... oh yeah, it was to get Plasieds Coat after I overheated him. lol.
- Animals, Like the Maelstrom they get judged by appearance, & while they do engage in unsavory crimes, they also engage in legit business as hired muscle, & hired hustle; bouncers, bodyguards, & the like. They are at war with the Scavs so they can't all be bad. They enjoy the underground fighting scene.
- A street kid wouldn't necessarily be inclined to kill Maelstrom, or Animals.
On the flip side, they're a bunch of chrome roiding lunatics that'll rage out and pillage people just because they're weaker.
Using RELIGION as a front for crime, does not make them GOOD GUYS.
