Valentinos basically execute people for just being too close to their hood.

Also if we're judging what power V has based on NCPD, If you kill people in Pacifica then your NCPD analogy falls apart.
Mind you enlightening me on what are those factions I have failed to see in around 25 years running and playing Cyberpunk (the PnP roleplaying game)?
Also, I have made no analogy with the NCPD. V has a hacked access to the NCPD criminal records database (a crime on itself), not an official sanction by the law system. V is illegally hunting bounties and the place where she does is irrelevant (whether Pacifica, North Oaks or New York for all that matters).
There actually IS a faction system, it is just clears the lowest possible bar of entry just like most things in this game. In the beginning of the game, the non-scavvie gangers standing around on the streets are not hostile to you. Its only after you've killed their members somewhere in the city do they become hostile. Thus, there theoretically is a faction reputation system, its just barebones like everything else. I say non-scavvie, because in the very first mission you end up antagonizing scavengers.
