Blueprint for clothing mods used to be in fixed locations (like before 1.3?) now I think they are random, and since clothing vendors don't sell mods there are some you can't get any more...
You can get up to epic mods by taking the recover mods when scrapping item perk.
(I guess if you could find a legendary armor piece and get lucky/re-roll it until it had a legendary clothing mod you were looking for...)

They are all loot now. Plus clothes in stores are somewhat linked to your level. You basically need to find accessible legendary clothing if you want higher levels early.
Wow, that's pretty lame, I hope they fix it in a future patch. I'm on my 2nd playthrough, and I've barely had any clothes mods to deal with.
Yeah one playthrough I found them at level 2 and the previous level 36. Why gun mods are in stores but clothes mods aren't is kinda stupid.
Spec is linked to your tech SKILL, so you need to have a level in Tech and then scrap and make enough to level up your crafting SKILL in tech so that the quality of the spec goes up.
I am about to reach level 9 in tech which mean my armadillos and crunch mods will go from green to blue.
