There is a lot of things OP in the game, but tbh. Why should the game let you be powerful?
Like you said, short circuit doesn't really need any investment and does lots of damage, but if you actually invest into hacking, you just clear rooms without even going in lol
Still is.
They took away the ability to hack everybody through walls via legendary ping, but you can still wipe out most enemies without ever drawing a weapon via Suicide, Cyberpsychosis, System Reset, etc. You can also be flat-out immune to Burn and the Self-ICE implant prevents them from locating you.
Well, other than NCPD, which are just hack-proof (their robots can be hacked, though), and certain bosses (IIRC some enemies will 'only' lose 50% of their health if you have them attempt to commit suicide, that sort of thing).
